For Activating Ncell video Call facility Do as following.
Type “A” in message and send it to 9696
After 60 minutes, Ncell video call facility will be added in your Ncell Sim card.
Not like NTC video call service, It is free to activate in NCELL. And cheaper too.

@ Raman : Nope ! u have to pay at least 300( excluding TAX bt including Rs 100/- talk time ) bt to b honest NTC 3g sucks. Has Very slow speed evn it is 3g network. Ncell’s speed is very good compared to NTC but is too expensive. In case of NTC, it is cheap but speed so slow that i personally regret paying evn that much of money.. N-cell le price ghataeko bhae i would certainly use that one.
